Adding diagonal animations would be about 10 lines of code and 4 new .kf files. I think there might actually be mods for Oblivion that add them.
Gamebryo isn't to blame for the problems with Oblivion and Fallout. Bethesda's focus on producing massive amounts of content with minimal quality control or testing is the problem. As long as they keep the same development cycle, it doesn't matter what engine they're on - they'll have problems.
