Look at your local thrift stores. You can find some pretty nice speakers for ~$10-20.
I have a Seasonic X-1250 that's basically new in box (I've only used it a few times for testing and put it back in the box.) The application I was going to use it for never materialized.

[B]Sony PS2 Slim[/B] - Comes with A/V cable, some sort of Buffalo controller that does a lot of crazy stuff apparently (and a USB adapter for the controller), power brick. Powers on. No games to test with. $60.
[B]Sony PCM-D50[/B]. Apparently some amazing audio recorder. Has a lot of buttons and knobs. Couldn't get it working as I have just the unit itself and no accessories. $450 - price extremely flexible on this guy, simply undercutting the rest of the market.
[B]Lenovo x61 tablet[/B] - 60GB hard drive, dual core, and I think 3GB of RAM - It's a tablet PC. I have Windows 8 on it. It works great since the touchscreen supports one-point finger touch as well as the included Wacom stylus. I have the ultradock for the laptop. Original battery is toast, and I bought a cheap chinese replacement that works fine. I have the original battery that doesn't hold a charge - you can have one, both, or the other. Everything else works and I even got all the drivers installed for you, so the screen rotation buttons, fingerprint scanner all work. $270 - price also flexible.
[B]Kindle DX 2nd generation[/B] - I think that's what this is. I don't have any idea how these things work. It powers on, it reads books, so I assume it works. Literally my first time ever using one. No cable included, does come with the orange case. I think it's 4GB. $120.
[B]Cobra Nav One 2200 GPS[/B] - I think it works. I haven't tested. Grandparents bought it and never used it more than like once, so it should. $40.

To me, a $20 GPU budget just sounds like you need to throw something in a spare computer you have laying around, so it could be anything.

Alternately, Cyber Acoustic's $25 speakers, I think they're like the C3000's or whatever, are actually pretty impressive for $25. I picked up a pair because my speakers died and I needed a set to get me by until I can afford something nice, holy shit, these are actually worth keeping, for $25 I never expected to get something so impressive.

I found a 7800GTX on ebay and snagged it for $20, still plays a bunch of games at decent settings.

My Dad's graphics card just died despite an attempted fan transplant.
About $16 if I use Fedex.
