Yeah but the way the TVs do it just looks very odd to me, and not what is intended to look like. If it was shot that way it would likely look different / better.

Uh, television stations DO broadcast at 60 hz. At least ones using the NTSC standard. Its just that many shows and such are recorded at 24 FPS. The broadcast format doesn't change based on content.
