if you format yes. usually theres a repair option, which you could try first, and it just replaces system files

2 Options:
1: Go to store you bought it from, ask for a CD.
2: Go to any store, buy a windows CD, use that.
OR:
If you have a second PC, put the drive in as a secondary drive, copy stuff you need, and then do one of the aforementioned options.

This happened to me once in XP, turned out part of the registry got corrupted and once I hooked the drive to another computer with XP, it scanned the drive, fixed the registry problem, and it works fine now.

I'm not sure if Vista will be able to fix it but you should give it a shot, and if it doesn't work, copy off your necessary files just in case you need to reformat later on.

I just tested my RAM in my vista computer and it worked fine, and tested my vista RAM in my XP computer and it didn't work.
Most likely not the RAM, but I might borrow some from my friend.
