Weren't we talking about the Surface? Not Vivo Tab?
And desn't Windows RT basically only uses IE through Metro, not desktop? This one I'm iffy on.
Vivo Tab and Surface have the same hardware, and I don't like using IE through Metro with the keyboard dock attached.

Is there such a thing as a UAC Whitelist tool? I want it to automatically always run a program as an administrator when it asks, but only one program.

Well on the properties page of a program or program shortcut, on the compatibility tab you can check "always run as admin." I don't know of a way to automatically accept the prompt though, that'd kind of defeat the purpose of the system.
so the installation media flash drive I used to install Windows 8 when it came out in October now is corrupted, but I need it to install windows 8 on a friend's PC, how do I get a new one? Can you make an installation media from Windows 8? I have a flash drive, I just need to put 8 on for installing on other PC's
If you can get a hold of the .iso you can use [url=http://www.microsoftstore.com/store/msstore/html/pbPage.Help_Win7_usbdvd_dwnTool]this program[/url] to load it onto a usb flash drive. I know it says Windows 7 in the link but it works for 8 as well.

Why does Microsoft think that 1366x768 is a good resolution for the surface? Just make it 1920x1080 geniuses.

they went with tegra 3 which probably would suck at 1080p

If they want to release a new version annually, why not just add a subscription fee and make the damn thing rolling release? I see no reason to force everyone to reinstall every twelve months for cursory modifications and a new version number.
A subscription fee for an operating system? Why would anyone want that?
Release a major version and provide free updates past there, anything else won't work.

They are going to fix some things but probably not the way anyone apart from microsoft likes it. For example in windows blue it is rumored that they are going to kill all remaining traces of transparency on the task bar because having beautiful effects seemingly distracts the user from the rest of the screen.

Amiga suggested he would pay a nominal fee to upgrade every year, a la OSX, which sounds like a thinly veiled subscription fee to me. If you expect consistent upgrades for you OS, why would you buy in to a version when its obsolescence is assured within a years time?! It sounds like a poor investment to me. Even versions which are provided nominal security updates from time to time past their initial lifespan are bound to lose any and all support after a while.
About to install win 8, and I was wondering, since I have my Steam and Steam games on a different drive than C:, do I have to reinstall it all, or can it just do a (semi)quick validation and then everything is fine?
I mean, if windows is really worth paying for each version why even go through the trouble of buying the new version and installing it? Wouldn't it be much simpler to just give Microsoft a credit card number and have them charge your account whenever they tack a new feature on?
You're forgetting that windows doesn't make a release every year, and MS probably don't plan to either
