I have plenty of spare parts except for a cpu cooler and RAM it seems..and 4GB of DDR2 is nearly $50 or more. I could buy a new motherboard for that much...

because lack of buying power. Stock is lower, manufacture costs are expensive due to lack of bulk and it's easier for stores to sell it without losing money to sell it for more.
