This would be what I would aim for in a budget build: Core i3 2120, Radeon HD 7750 (A bit slower than a 5770, though uses a lot less power and is slightly cheaper), 4 GB of DDR3, 500 GB HDD and maybe some shuttle-style case with a micro ATX or a mini-ITX motherboard.
In other news, I decided on a Dell U2410 as a graduation gift. I checked dell.ca and they have it on sale for $120 off, so my mother bought it. This is going to be one hell of an upgrade from my 19" 1440x900 Dell monitor that I've been using for the past four years!

Why a 7750?
They're not very impressive cards from what I've seen, same with the 7770. Better off with a 7850 or 7870.
Nvidia needs to get their other 6xx cards out..
