I've finally done it. I can now touch type with one hand. You have to have App Hub membership to be able to even fucking develop for the 360 with XNA. App Hub costs 99USD a year. I was hoping that shit would give me some incentive to learn stuff, but fuck that. At least you can test your shit on the phone emulator with Windows Phone. Oh yeah, by the way, you can't test your apps on a real phone without paying the 99USD a year. Microsoft's a nice company, eh.

If I ever learn to develop anything mobile wise, everything's going on Cydia or Andriod.

Apple only charges you once, to my knowledge.

Android: 25$ one-time payment if you want app on Play Store, but if you just want to make an app and test it by yourself before even thinking about a public release, you can do it on your own phone, and you can distribute the .apk yourself if you want people to try it out. That's how you're supposed to do it.
