Linux can do it because running executables and libraries are kept in memory without a constantly open file handle to them. It'll only update when you restart the process of whatever is updated.
I broke chromium once by uninstalling it while it was running, new tabs always crashed (couldn't spawn a new process due to chromium.exe not existing duh) but the current tab worked fine (it already had the required resources allocated)

Look at the beginning of the video.
He has a different card on the test bench, he must have been doing a 7870 review while doing the H100 video.
the GTX card being on the bench must be a different clip before he put the AMD card on the bench.

No hardware has been changed other than the RAM and I bought an SSD, as it is a laptop.
