Its because of how windows uses ram :p
The more ram you have, the more ram windows will use while idling.
Back when I used to use 2gb I would only idle @ 300mb or so, moved to 6gb and I idled at about a gig, so...

Well your computer must be pretty fucked up. I run TF2 while browsing Facepunch, Facebook, and Newegg (I always open a path of tabs) and I use about 1.5GBs of my 2GBs.
