boot into a linux livecd (or kill explorer and launch some alternative file manager, but i'm pretty sure that doesn't work - i've always used a livecd) and replace the file in c:\windows\system32 with the one in this .rar (can't remember if there is more than 1 file, use the one named "uxtheme.dll" if there is).
this is just for sp3 but i can't imagine why you'd be on a lower version (also why are you using ie8 i just notICED That OH GOD)

Explorer has nothing to do with it. It's been a long time since I've used XP but in Vista+ I know you can just take ownership and rename, drop the new one in and reboot.
Or just run net stop themes in an elevated cmd and replace it.
never really put much effort into it because it takes seconds to boot into a linux liveusb and replace it. Last time i tried the permissions thing was in Vista, never could get it to work.

I get all anal when I open something that isn't already pinned to the taskbar and it gets off centered :s

No, I reverted everything I could. (didn't have backups, but everything seems to be fine)

got a new netbook yesterday, running windows 7 starter edition, so I decided that it looked like shit and I made it look not like shit
rocket dock zoomed to show off sexy font
taskbar hidden because it is not sexy enough for this desktop with its ugly blue colour, but the icons are centered so I keep it around :D

go get one of them patcher whatsits and install something like [url=http://neiio.deviantart.com/art/APPOWS2010-157033415]appows 2010 (use haze unless u suck)[/url], then never ever consider using a dock on 7 again except for where it looks good (above screenshot is not an example of this)
