I'm installing a theme but I need to replace explorerframe.dll. I'm running 64-bit, should I be replacing the System32 one, SysWOW64 or both?

The full resolution of that one is 1900x650 so if you remove the horizontal stretching you're going to have to cut off most of the sides and the vertical stretching will be even more apparent. This is the best you can do with that specific image, but you're going to have to display it with black bars on the top and bottom. In general, if a wallpaper you want is too wide for your monitor, it needs to be at least as tall as your monitor if you want it to still look good.
