No if I open the contextual menu on it, the only options it gives me are open and create shortcut.

I have to install Vista to install Win7 because I don't have a DVD drive. Just an ISO and a key from MSDN.
He installed Vista because it's all he's got (right now anyway)
Some people actually have better luck with Vista than Win7.
I know a guy who uses Vista because he got it for free last week after using XP for so long.
there's a bunch of different, valid reasons to install Vista.
