There are applications for it but I prefer the manual way.
1. Create a blank folder somewhere.
2. Unlock Taskbar
3. Right Click > Toolbars > New Toolbar
4. Locate to the empty folder.
5. It should appear as the name of the folder on your taskbar.
6. Drag it around until your icons are centered.
7. Right click the area of the toolbar and uncheck Show Title.
8. Lock the taskbar again.
