Though I believe you mean changing the start orb, window theme, etc. You can set icon themes, too. Then there's always rainmeter.
Search around on Deviant art for the start orbs and themes. Rainmeter's website, [url]rainmeter.net[/url], has that. Again, Deviant Art has great rainmeter skins.
