You put a file in your Public folder. Then you right click that file and select "Copy Public Link" from the Dropbox menu.

The only reason there would be no public link is you didn't put it in the public folder.

Just did I quick google, since that would be an awesome feature.
I found this, but it doesn't hide the start orb (may not be a problem for you):

scrot has a delay flag in which you have time to minimize/hide the terminal.
