Get LLU O2/Be if you can. The only ISP in the UK that I know of that genuinely don't care about bandwidth limits.

Average connection in scandinavia (According to speedtest.net) is a 20/10Mbit, so no, not really.
Is there any good software to monitor these things(upload and downloads)? (I'd really just like to use it to see how much data I use when tethering through my phone)

This is the first month I've exceeded my 90gb limit. I think it's because my brother is playing fucking Modern Warfare 2 constantly throughout the day and doesn't even come up for dinner anymore.

But at least they have 100mbit lines actually available for reasonable prices.
