I've tried this before..didn't work.
but turning of Vsync seems to stop lag near water and fire and such..so it's running much more smoothly now...

Yeah, that game gets intense when you stare into a big fire or some shit like that.

Water cascading down staircases + going through areas surrounded by water slightly lagged me..but with vsync off it seems to be better running now..Hopefully bioshock 2 will run fine tonight..pull off an all nighter.
What about reinstalling/patching the game itself?
Try turning off Physx in the nvidia controller.

This could work. I was getting some major stuttering with Mirror's Edge, but I had more than enough power to run it at full settings. Disabling Physx fixed every bit of lag.
