He will be fine with an Athlon and a 46xx if you want to have a GPU.
My parents are still using a pentium 4 2GHz from 2002. Does everything they still want with relatively good speed. Building something atm that should please both crowds. and op's wallet.
Yeah, I have a computer from 2004 (Maybe older) that still does what I want it to.
Old P4 Dell from 2005 and it's running Win7 perfectly fine. Still works great. No freezing, no crashing, and darn fast for web browsing. Our main family computer is an AMD 64. Still runs mighty fine.
Go for a Samsung F3 instead
