Mine works extremely well. In fact, my netbook goes from extremely hot to cool to the touch with its help.
do something to cool it or your GPU will fail/de-solder.

The fan is dust-free.
I think it might just be a defective GPU.
I contacted Acer, and they said that even though it's out of warranty (3-4 years old) they might have to replace it because it's a safety hazard.

This is a suggestion that me and a friend tried out to be able to cool a 5 year old laptop enough so we could load my some of his games. We placed it right next to the air conditioning and it was set to max. Also, we build a couple of vents so the cold air was pumped directly into the computer. It worked very well.

I wouldn't even use compressed air, it just pushes it around.
I have had to disassemble my laptop 3 times since I have owned it, so I could periodically clean out dust.
Trust me you will see a great difference. My laptop would run really loud, but after cleaning it would be nice and quiet :)
Make some sort of makeshift watercooling device... inside the laptop.

I actually have one, it's just a simple fan that blows at the bottom. It easily decreases temperatures by about 20 degrees Fahrenheit.
It's noisy as fuck, but it works.

Depends on the design. If it's one that sucks air in from under the laptop then yes it's bad, since it's working against the the laptop's intake fan.

Used to have one of these, takes in air and blows it all over the underside, worked so well until my old laptop broke and I had the desire to open it up and broke it.

Not exactly a cooling pad, but there are cooling pad versions you can get.
