Probably. You'd actually have to take their wallet file to steal the coins. Alternatively, if you're using coin exchange then you could get them for fraud or breach of contract or something like that.

No. I assume that bitcoin halving was at the end of the road (once 20-some million bitcoins are generated). What'll happen then is that bitcoins will become a stable currency and the way you make money by mining would be to handle transactions.
Bitcoins should stay steady.

What you want to do is go to ati.amd.com, find the driver page for the 4850, go to individual downloads and nick the OpenCL driver.
