No the shielding is part of the standard for Cat6. Shielding is always nice to have even if not necessary often. The price difference between cat5e and cat6 is only like $.15 a foot.
I'm assuming he will buy premade cables so he won't need to deal with the more expensive terminals etc. If its going through walls go Cat6 so you don't need to worry about replacing it.

The funny thing is, it's still cheaper to buy say, a 100 foot ethernet cable from monoprice and have it shipped to Canada than walk down to The Source.

Considering the average internet speed across the planet, you could say that 100 mbit still suffices for home usage. The point of higher speeds is having better communication within your home/corporate network, and not many household networks need that.

I am talking about running a signal on a cable that is1000ft not the speed going though it, do you know anything about reading posts?

The point of shielding on cat6 is moot if you don't ground it correctly (you can VERY easily cause a ground loop which will actually INDUCE interference into your wiring) and don't terminate to a shielded end point.

Also, You shouldn't use infrastructure cable (As most of the 305M R.I.Bs are) for patch cables, as it is solid core.
You want stranded core cat5e, a crimp tool and some crimpable rj45 connectors to make patch cables.
