Dude. There's a 20 FPS difference. Even if the custom settings are set on low, it would only make a 5-8FPS difference.
5670 > 4670.

Get a 5670. Better performance. A few bucks more. And less power consumption.
It's a generic Dell PSU. Odds are it's probably pretty shitty, so you'll want something with lowest possible power consumption if you don't want to buy a new PSU.

But if you read the review you will see that both the 4830 and the 5670 is 512mb versions, I use the 1GB version of the 4830, and I'm pretty pleased... Anyway; Op should go for the 5670, it's a good card for the money.
