it's not a valve game in the first place, not sure if it uses GCFs anyways since they're proprietary, but if it did it'd take all of two seconds to get it open

The game in question actually uses the source engine, that's most likely why they are talking about that kind of stuff.

It does but as far as I know only Valve can package/use .gcfs, and not just for Source games

I've got a game using the source engine, but it sure doesn't use GCFs. Non Valve games on steam (typically) use NCFs, which you can still open. They don't house the actual content, but they get you headed in the right direction.

They're always joining while its still set for LAN games, and complaining that they can't connect. They try themselves and tell me to join, and when I check their game info, their IP is almost always 192.168.1.100:27015 Then they insist that I join and get mad when I tell them it won't work, and then prove it won't work.
