This is true. A router can control the packets and info being sent, a switch just sends them/receives them.

First of all, most people don't even know what a router actually does, in simplified terms it allows two different networks to talk to each other, for example your home network and your ISPs network (i.e. the internet), switches also control packets, for example they only send packets to the target address, not just broadcast the packet like hubs do.

Secondly, there are switches that can also perform routing, these are called layer 3 switches.

So based on the fact there are switches which by most definitions ARE routers, what is the difference? Well, historically most routers are actually computers and perform all their work in software, whereas switches use ASICs (specialised chips for specific tasks, i.e. switching packets), so the difference is: routers use software and layer 3 switches use hardware.
