in regards to your specs and budget, I sincerely doubt that
anyway, in this specific case, yes, all you can do is either come up with an extra $100 for the OS or get a GPU instead of an OS and then wait until you can get more money to buy one, or get an OS and not have a GPU and not have the ability to run both monitors until you buy one

Anthlon II are not very good as Quad Cores. For AMD QC processors, it's more about Phenom II
