Is there anyway to track a lost Iphone 3gs without having an app on the phone itself?
You need the Find My iPhone app
There's no way to track it's location based on where the satellite is sending the signal when someone calls it?

It says they're not accepting new subscribers.
If you are on pre-paid subscription, call (heh) your mobile provider to track the phone for you, usually that works.
