but otherwise, the build looks great, the 4850 is still a good card, just remember that it will struggle on resolutions higher than 1680x1050.
-edit-: Oh it's a prepaid card, newegg might have some trouble with those actually, I tried using one for a friend and it wouldn't let me, he ended up having to use his credit card and use the prepaid card for something else.
either way, if he can't go over $420 at all, then that build is great.

Well, It's not possible to go any further than $420, plus the 4850 will be fine for him.

I've used many Visa gift cards so far and always they were accepted. Just make sure to activate them first before using at Newegg, if the card has that option.
Also you can't use two credit or prepaid cards on one order except one way: Buy a Newegg gift certificate. Then pay for your order with it, and if the certificate isn't enough to pay for the entire order you can then use a card to pay for the rest of the balance.
So for example of you had a $50 prepaid card and another one with $14, you can actually spend up to $64 this way. Downside- Newegg sends the gift certificate code in email, which usually takes two days.

I'm pretty sure it should say more than 800MHz. Also, the CPU seems to be running at around 40C Idle, is that fine?
The multiplier goes down a bit when you're not doing processor intensive things. As soon as you do something it should pop up there.
