classic shell truly is my shit, despite having to compromise a couple theme ideas and ending up with a Win2k/XP hybrid

It's not a theme. It's the Windows Classic style built into Windows 7 with a bunch of custom tweaks to make it a little more authentic.
Classic Shell -> changes Start Menu, Explorer, and IE to become more Win2K-like, Classic Captions to bring back the Windows 2000 marquee, replace icons with their 2K counterparts
7+TT -> remove "show desktop" button from edge of taskbar, reduce padding between taskbar items
Windows Color & Appearance -> change default colors to ones that match the classic style
Windows Shell -> never combine taskbar icons, registry tweaks to bring back Quick Launch, show all tray icons, and replace the Aero shortcut arrow with the classic WinXP arrow
also, I manually created a sound scheme with the Win98 Plus! Utopia sound files

it's not present at all in Windows 8 or Windows 10, Windows 7 was the last version to support the Classic theme.

and even then, the Classic theme is just a modern take on the color scheme and UI. it doesn't actually look like what the older OS' looked like unless you manually configure a bunch of stuff

It's not that anyone who cheats has to cheat, I do it for the fun of it. I'm waiting for typical "omg you enjoy ruining people's fun, what's wrong with you?" and my response to that is that they're random people online that I'll never see again, I give 0 zero fucks if I made them have a bad time. I don't care what anyone says, it's fucking hilarious shooting the whole enemy team through dust2 doors and watching how mad they get. If someone have a problem with someone cheating against them then leave the server.
