As far as I know you can make it smaller, and I don't think it's a waste of space. It serves a very useful purpose (Window management/other stuff) and looks beautiful doing so.

And then you can't see what's open with a glance, its dumb how it floats in the middle of the screen and wastes the space beside it, if you could shrink it a bit and make it take up the full width it wouldn't look so dumb.

I don't get it, you think the OS X dock is a waste of space but you want it to take up more space?
the OSX dock just looks terrible and cluttered all the time, at default scale it takes up a ton of room

It leaves space either side that it could be using.
Also its so fucking huge by default it completely negates the point of apple computers having 16:10 displays.
