It's usually more of an off for 1 second then back on. It still powers off my server and I can't turn it back on till I get home from school and work.

I'm gonna go with CentOS since I've used Windows and Linux as a server before. With Linux I've seen massive uptime.

Ubuntu is good for getting-to-know-linux, and is pretty friendly, once you get comfortable I would switch to CentOS or Redhat

If you've never used Linux, and have no intention of having to start from scratch with learning a new operation system, just use WinXP or something everyone has a CD laying around with. If you don't install tons of junk on it, any OS can run stable for years.

I pretty much had no choice but to install a command line OS. 13 year old PC's don't really like GUI's on modern operating systems. Especially considering how I have limited RAM (384 MB). I just used Ubuntu Server and after setting everything up, it works quite well as a NAS and remote file server. No need for a GUI really since it sits in my closet most of the time.

Insult other users. Suggest OP to use Windows Server 2008. Riiiiight. Ubuntu does major updates every 6 months. If you want shit to stay the same for long periods of time, go with Debian. If you an even longer update cycle, I reckon CentOS has a long as shit update cycle.
