Because graphics workloads are so fucking parallelisable. They just keep adding more cores and it keeps working.

Moore's law is "the cost of X transistors on a chip decreases over time", not strictly performance or even feature size (as we saw with 28nm, we found ways to make big chips cheaper). But transistors are basically convertible directly into performance, one way or another.
Intel's been focusing on performance-per-watt over absolute performance. A 3.4GHz quad-core has gone from 130W in Nehalem to 65W in Skylake, while moving a lot of functionality from the chipset to the CPU package.
AMD got stuck on an old process node for a very long time, so they didn't have the transistors to make any meaningful improvements. And they were kind of retarded.

On top of what brt and gman is saying, Intel also funds their CPU research a lot more than any other semiconductor company out there. They've already picked out all the low hanging fruits for speed and architectural enhancements quite some time ago. CPU improvements mostly comes from optimizing the performances for each core, whereas GPU have much simpler cores, and adding more cores would increase the overall throughput by itself (since GPU is a parallel machine).

I don't know why I bother trying to find cheap VPSes, I bought a $20/year VPS through ChicagoVPS (some of you probably know the name) and, to nobody's surprise, it didn't fucking work. I set the root password to "password" after several failed SSH attempts. Reinstalled the OS several times, rebooted several times. After an hour of being told my password is wrong, said "fuck it" and got a DigitalOcean droplet. Wow, it works and I can SSH fine!

Doooon't ever use ChicagoVPS. They're so awful. Their VPS boxes are overloaded, their network is absolute trash, and their support is slow and painful. They're cheap, but you pay for it in other ways.

I suppose that's a better outcome than testing a UPS in a new-to-you server setup where when you hit the test button you get a loud clunk, followed by everything in the rack loosing power and the UPS emitting a loud beep.

After getting a UPS, its actually interesting how often there are random power drops. One was so brief that I got an email that the UPS turned on and then another seconds later that mains came back (probably something similar to yours).
It was brief enough that the oven marked a power failure error but the clock didn't reset. Also that's a really nice feature that no clocks have for some reason.
Likely something fell on a line and dragged the local grid down to the point where the UPS was detecting a brownout until one of the fuses up on the pole blew open and the short dropped.
I still get once a year a bird that completes the circuit up on the pole and blows itself up. Last time it happened the cops came around because someone reported a gunshot.
