Get the Rockstar Complete Pack so that you get all the games, especially all the GTA3 games.

I run it with a E6300 Pentium Dual Core (not the old ones) @ 2.8GHz, 2gb RAM, and a GeForce GTS250 (basically a tad more powerful (plus a rebrand of) the 9800GTx+) with everything on high, except night shadows (medium or off, can't remember) at 30-50fps.

If I only had some insane PC so I could run it on maxed graphics, I'd enjoy through all the GTA4 games with so much violence I'd shit myself.

You can't run it at 30-50 FPS, period. Computers with overclocked Q9550s and GTX 480s have trouble running the game at similar settings at that framerate.
