What's the best bang for the buck netbook I can make a Hackint0sh out of? I have a Mac mini, (as you know) But I'd like OS X out in the living room or traveling and being 11 it wouldn't be ethical to save up for a MBA after I JUST got a mini. I'm thinking of the Acer Aspire One.

Pretty much impossible since the iPad and Macs use different architectures. Windows computers and Macs both use the same architecture, and in some cases the same hardware which is why running OSX on a normal computer is possible. If someone makes a tablet with x86 architecture (Old ones exist, not sure how many new ones), then you can start thinking about running OSX on a tablet
Don't know very much about ARM chips, but I'm familiar with the archetecture problem, hence why SL can't boot on a PowerPC mac.
In as little computer science terms I can muster, they aren't compatible because the set of instructions that the processor handles are completely different for each.

Only thing I keep hearing is that they're having a hard time with iOS 7 so that may delay the 5s.

Doubt it. iOS 7 will be unveiled(not released) at WWDC and then we'll start seeing betas afterward. The new iPhone would launch at the end of October. That's ample time to sort out issues and redo the design of elements if this has been in the works for around a year now and if they're pulling OSX engineers to work on it.

Is there a way to see what's draining my battery and using all my ram?
My battery goes around 5% down per hour without using it and ram is always ~80% used when nothing is running.

Are you jailbroken? Too many jailbroken apps that use mobile substrate can cause a lot of RAM usage
My jailbroke iPod will occasionally reboot in safe mode after crashing, when I do a completely normal thing like press the back button
