I'm in the US. What you're convinced of is that HSPA+ is somehow a far cry from HSPA, or what most consider to be 3G in these parts.
There's a very good reason why it's called Evolved HSPA. Your friend at work has T-Mobile, a network that I can say with 100 percent assurance does not have LTE in any shape or form, only DC-HSPA+. HSPA and HSPA+ interchange automatically and are integrated onto the same baseband.

Your friend is lied to, and if you can't get HSPA+ service in an area, you won't be getting UMTS either, and your only other option is EDGE, since T-Mobile uses high frequency bands that suck a fat cock at building penetration.

You can do that with CWM, by choosing wipe data, I think it was that way, I don't know exactly. You'd have to wipe the cache and Dalvik cache too (advanced options IIRC), but your files (music and stuff like that) would stay, that's what happened in my case.

Don't get confused and wipe your entire internal sd, he said wipe everything BUT the internal sd.
All system files, cache, and dalvik cache need to be wiped and formatted to ext4 or ext3 before installation.

CM7 is what I'm running, so I don't know if that makes it any different. (Also it will be mid-afternoon outdoor lighting, if that helps)

Once you've installed CM7 cleanly, you can just flash each nightly on top of the next, unless it's on a new build of the OS (2.3.6-2.3.7, for example.), in which case you need to full wipe.
