Sorry for sounding a bit like a noob, but is a Cisco ISR 1921 with a Catalyst 2960 overkill for an office with around 20 people? The fiber line is 1Gbps so I thought we should make use of it, and we also want VLAN (for servers, mostly).

I wouldn't think so, no. That router looks like a solid modern solution for your office. It's essentially the newer version of the 1841, which was the poster child for small office ISR's. When you say 2960 do you mean 2960-S? Gotta get that gig.

Well do note that this is in Japan, where it's a relatively small country, which means it's easier to make the fiber line available anywhere in the country. Also, it's only CAPABLE of 1Gbps, meaning it isn't always actually 1Gbps. As for the actual speed, the fastest I've gotten is about 300Mbps (both down and up). Still pretty fast in my opinion, though.
So, I have a small chance of being able to purchase a IBM eServer x225, which comes with 2 Intel Xeon CPUs clocked at 3.06 GHz, and 4 GB of RAM along with 2x80GB of SCSI storage. It's quite old, but would it be worth it? I could probably host a few game servers on it, if I can get my hands on another 4 GB of RAM, or if the CPUs are powerful enough maybe run overnight compiles on it.

I realize you're not in the US, but I feel like you could get a lot better of a server, even older ones. how much are you looking at paying for that thing? I wouldn't pay more than 40 usd for it.
