Didn't realize you can't use 144hz with HDMI though, so I guess it would be best to switch that to my 2nd monitor instead of my primary.

I had the same issue: combat was laggy as fuck and I kept dying cause I couldn't fight well as a result, also my FPS was dick. Google "Fallout 4 .ini fix" or something, and change your Fallout 4 ini files. Worked a charm for me and now the game is on ultra and runs super smooth

If I'm building in a Mini ITX case, should I get a single-circuit water cooler for my CPU, or would I be okay sticking with air? I know water's more compact, especially with the Corsair cooler I'm looking at, but I'm worried about reliability, leaks, etc.

Try ProcessExplorer, that might help finding you the right file. But then again I don't use Windows 10 (yet), so... Windows 10 Aps use .exe files right?
