Yeah dude you've got it almost on max settings, of course you're going to have issues.
That did nothing at all, game still lags. Not even an improvement.
Turn MSAA off, FXAA off, TXAA off, VSync off, shader/shadow/reflection medium, reflection MSAA off, particle/grass medium, post FX medium, anisotropic filtering 8x, tessellation low. Tell me if that changes things.

As for Task Manager it says I'm using 6% of my CPU, and about 37% of my memory. GTA is eating 4,000,000k+ memory and growing quickly.

For some reason steam is refusing to download faster than 10-25kB/s. I've already tried changing regions and opening ports, and I have no idea what else to do.
My front USB 3 ports won't work. Well, not properly. They work fine with USB 2.0 devices, but USB 3.0 ones don't even register. Tried installing the drivers and all the standard stuff, nothing. Any ideas? Motherboard is an ASRock Z77 Extreme4.

Poor cost effectiveness and limited upgrade paths being the reason why.
Not to mention being completely objectively inferior from a performance standpoint. You can buy the literal best gaming laptop in the world and it can still be outclassed by a far cheaper desktop.

My friends help build this computer for me and told me it should be able to run most things fine, but even with the latest drivers for my graphics card and CPU, I can't even play Payday 2 or World of Warcraft above Fair settings without noticeable slowdown, and for new releases like Evolve or Mortal Kombat X, I have to play at 800x600 resolution on low settings to get above 40 FPS. Is this normal or is something else the problem?
That is unusual. With new games you should at minimum be able to run new games on medium at 1080p. Have you tried a fresh drivers install?
Your monitor is plugged into the GPU, not the integrated graphics on the motherboard, right?

It's plugged in to my computer with an HDMI cable.
He means is it plugged into your 760 with the HDMI cable, or just into your motherboard?

The computer ignores your graphics card if its plugged into F or G (which is the integrated graphics).

And I can't believe I found a picture like that.
Files in my other internal hard drive are missing but are taking up space on it. It's my D: drive so it's not the boot drive. I know what files are missing because I had a shortcut leading to that folder, and all of a sudden today, I can't reach it because it says that it refers to a location that is unavailable. I've already ran chkdsk on the drive to fix system file errors, but it did not clean up the missing files.
just found out after 4 years of owning this desktop that my mobo is actually throttling about 3000 mhz of power from the processor, which was the one redeeming feature of this build (cpu is an AMD FX-8120) when i got it. as far as i can tell the shitty power phase (can anyone explain what that actually is?) might also explain a bunch of weird ass i/o errors i had a while ago. i'm pretty sure there were a good few months where power issues caused the southbridge to shit itself, although i'm admittedly not sure that's actually possible. so in addition to a new gpu and power supply, it looks like i have to deal with a new mobo. could use a few links or general advice as to how that's gonna work. I bought a new CPU about 2 weeks ago, FX 8350 and a new cooler, Hyper TX3 and I adjusted the Fanspeed to "Turbo" in my BIOS settings, but looking at Speedfan, my CPU is still sitting at 49C - 53C idle and rocketing up to 70C - 73C when playing a game or when I'm working. I know almost nothing about PCs, but I assume graphics cards, like Nvidia cards of whatever series require manual updates, meaning the update has to be fetched from their home page and has to be for the correct series. Is this correct? I believe my card is a Geforce GT 320, so would the newest version to update to be named 341.44? What do these updates for the cards do? Make them more efficient?
