How do you explain Virtual PC to a Computer illiterate person?

That's actually pretty good!
Computer simulated within a computer.
It's like swimming in a pool on a cruise liner in the ocean instead of swimming in the ocean. The pool is different because it is not filled with salt water and sealife but it is smaller. Without the ocean though there would be no place for the boat to be so there could be no pool.

Computers can simulate game worlds, so they can also simulate PC worlds
