You could save costs by going for a AMD APU, which will give you the same CPU performance plus a massive graphics improvement to the extent where you're able to run Crysis 2 or BF3 at playable FPS.
I am really worried about the airflow of that case.. you should give the case 4 small feet and drill like 2" x 1/2" all the way around the bottom of the case lining the bottom then have a 92+mm fan near the IO. as exhaust fan.

I don't know if I made this clear.. This isn't a gaming computer. I need it for more processor heavy tasks. Rendering videos, pics, etc.

AMD tends to be the budget performer in sub $150's. I think a APU would suit your low power needs better even if you don't game. Multimedia, HD etc would be overall faster.

i've never had any experience actually using these, but reviews and benchmarks say they're essentially the best until you can get the budget to get a dedicated gpu+cpu combo in there (400-600$ plus mobo, case, psu, etc)

arch is a pain i've always used debian
i mean arch is nice when you like package management, but i prefer apt-get install x and apt-get update and such
if there's a way to get pacman on debian i might try it out but i'd still probably end up using apt

Yeah honestly, APU's are amazing for what they can do. Essentially you can play Crysis 2 on Mini-ITX with a A8-3870K.

Do you know of any decent 120-140mm fans that are cheaper? I am thinking about getting 2 for the rear, to pull a bit more air. On the topic of airflow, do you think the design that I have sketched up would work? I imagine that I would pull in from the front, through some air vents, and have the fans in the back exhausting the hot air.

your design isn't really detailed enough for me to give you feedback..
What I think you should do, add 2cm feet to the bottom then cut some holes in the bottom-front area as a intake.
So I put my AC on full blast, and let it blast into my balls for 5 minutes.
I could chill someone's coffee with my rock solid scrotum.
