Uh, no. 60 maybe if you got it preinstalled with the regular Dell bloat or whatever. I have a pretty full startup and it's 59 here.

ATM its like 5-10% with 30 usualy like 5-10 less
62 processes 0-3% 1.83gb
37 including Taskman, Chrome and Winamp. Good thing too. When you have a Pentium III era system with 512MB of RAM, there isn't a lot of room to multi-task.
99 processes, 14 being Chrome. Haven't yet hit that 100 mark. %50 to 60 of CPU usuage, and 2.90GBs of my 6gb ram.
BTW: Most CPU is getting sucked by ConvertXToDVD
