It's how long the page loads for before it's displayed on screen. If you set it to redraw instantly, you see the page instantly and it will load in front of your eyes. By default, Opera's set to redraw after one second, meaning once you click a link to another page, you won't see any of that next page until 1 second after you clicked the link.
If you set it to redraw when loaded, the page will be displayed only when the page is fully loaded in its complete state. This makes browsing look "smooth" as you'll never see partially loaded pages, but you'll be unable to see or read any of the text/pictures/etc. until everything has been fully loaded in the background.

I'm having an issue with my Opera install... for some reason it froze, and now it won't open!

Open opera:config, expand "User Prefs", uncheck "Use Windows 7 Taskbar Thumbnails".
