I haven't heard about issues with 7970/280X cards outside of a specific Gigabyte model

I kinda don't believe you that the driver was the only factor, or even the main factor.

Yes! I couldn't get my 280x to do anything and thought was almost returning it. As a last resort I flashed my bios to the latest version (used the msi auto update before which apparently didn't do it), it works fine now. Got the gigabyte version and my only complaint is that it's quite loud under load compared to my 6850.
edit: Oh I guess you meant video card bios, anyway still mught be useful to know you might need to update the mobo.
I also have not had any issues with the new drivers. It seems it's a matter of personal experience. Like I said both manufacturers have driver problems quite frequently.
