The reason why both of those builds are bad:
First and foremost this person does not live in America, so these prices and vendors are not accurate, and some of the parts might not even be available.
LGA 2011 CPU that will preform worse than the way cheaper 4670k.
Incredibly expensive motherboard (all X79 motherboards are).
RAM from Team Vulcan which is slower than 1866MHz RAM you can get for $2 more from a more reputable vendor (in America anyway).
2 x GTX 770's which we have already discussed are not his graphics cards of choice.
Zotac GTX 780 cards that are more expensive than standard ones. If you are going for a high end 780, go for lightning or EVGA's SuperOverclocked.
A low end case.
