Every current BIOS has quick POST enabled by default, since it makes no real sense anymore checking the RAM. Still there do exist really crappy BIOS which are slow as fuck. I have such one too (10 seconds), and it annoys the shit out of me.

Get a motherboard with an EFI instead of a BIOS.
Who cares about boot time anyway? My PC is rather slow in the boot sequence, but I do something else when it's booting. What matters more to me, is the performance/speed when it's actually on.
