He is just running it on 1024x768. he can run 1280x1024. I would calculate games fps with 1280x1024.
You sure need a new PSU. It is easy to change, it should be held with only 4 screws. GPU is very easy to add. Somebody said that putting a PC together is easy if you have played with legos in you childhood.

No, he doesn't. The total power draw with this card on Crysis is 218w. His computer's PSU will be at 255w or 300w
