That sounds about right for 2 WB a rad, a pump and tubing/fittings/clamps.
But 400-500 would be your best quality mark.

Just as a tip, avoid Thermaltake pumps and waterblocks. They are incredibly unreliable, and will leak over time

Are there any universal waterblocks that I can use for future upgrades for that much? Because $100 a waterblock that only works on one card is really expensive.

They do exist, but there are none I would use.

You can always buy the waterblocks that will only cover the GPU for half the price, and those blocks usually comes with changeable mount brackets to screw into the GPU mounts rather than screwing into every screw hole on the board, which is unique to most boards.
However, if you pick this solution, you'll need to find alternative methods to cool other heat sensitive components on the board, such as MOSFETs, VRAGs, and RAM.

Could you link me to a good or a few good websites for buying watercooling parts? I know of a really good one I just can't remember the name at the moment.
