• Stupid amounts of ping, when live streaming

So, I've live streamed other games in the past and have had no problems as far as I can remember - but when I try to stream now, I get a stupid amount of high ping. To make sure this wasn't a server related issue, and that I wasn't on a EU server or something, I went to a server with a VERY Low ping for me, which was 24-18 ping, and it was somewhat better, still got 110-125 ping, but dipped to 70-80, before jumping again.. Occasionally it would spike to 200+ ping and I would lag like crazy and poof somewhere I didn't want to go. I did a test for my upload speed and I got this result, Conclusion : Even if I am on a really low ping server for me and I stream, it jumps too 100-125+ ping at random and dips down to 70-80 ping, and jumps again. I run literally nothing else bit TwitchAlerts, OBS and the Twitch Chat. o.o?
what livestreaming software are you using? what resolution and bitrate?
When's the last time you rebooted your modem? 1.3Mb/s isn't that strong of an upload for streaming, but typically other factors will be involved for something to change suddenly like that, and most of them are out of your control because they're either things your ISP is doing (traffic management) or bad Internet weather which you basically can't do anything about.
what livestreaming software are you using? what resolution and bitrate?
I use OBS, along with a pretty low bit-rate due to past issues to see if it would fix, which it kind of did? But offers low quality, which is annoying, so around 1750-2000. I run my resolution based on what game I am playing, so it's normally 1920x1080. We've had issues with them in the past and have been in a countless number of live chats. But, is there some way I am able to check how much traffic is actually happening, or something similar?
put your bitrate at 1500 or even 1000 and set your game to 720p, i have twc with very similar up/dl and thats the optimal setup for me twc is dogshit
How can TWC be that shit that you can't handle a stream at 1/5th of your upload bandwidth?
this plus are you REALY getting 10.8 Mbps? cause if you are, then you wouldn't be shitting the bricks with even at 3500 do a real life test and attempt to upload something and see if your speed actually matches what you're supposed to be getting
Could you give me some recommendations on what I could do to exactly test the speed?

Any type of cloud storage can work.
