it's quite normal since C's zero point is 273.15K

I'm American and I use Celsius for a lot of things.
I keep my 9800GTX+ fan at 100% constantly, never bugs out or anything. I don't have my computer on constantly however.
I'd assume the Fermi fans are a lot higher quality as there is more (valuable) things to cool.
