Why would you waste money on a mousepad? It is unnecessary with most mice anyway. The best mousepad to get is a free one, with what you want on it. Besides, the mousepads they make are high quality stuff, I got one over a year ago and it looks brand new.
Also, lights? Why would you want lights distracting you from the screen if they don't tell you anything?
If you have a glass desk it's usually necessary and if you have a nice desk you don't want to scratch it with your mouse. Also provides much better tracking so your mouse isn't just skipping around.
also, icemat

What?
From what I hear, certain mouses don't always work well on certain surfaces.

My mouse (optical) disagrees with my desk (MDF with that shitty wood like vinyl). It jumps everywhere.

optical doesn't work on a lot of things
If you've an optical mouse, you could always go with the cheapest thing ever: http://www.carr-engineering.com/Mousepad150.pdf
See, she's enjoying it, I think

There's no need to spend money on a mousepad, that's just silly. I've got a generic red mousepad that I got for free from some random magazine. It's been with me for years, and I've got no complaints. Works perfectly fine with my G5.

Not really too much of mistake in this case
I have one to keep my counter from getting torn up, my previous desk got eaten up by the mouse somehow.
what material is your desk made out of? that's probably one of the only fair, real excuses for a mousepad these days, to protect the surface. I have a cheap formica desk (by choice, oddly enough, i like the cubicle feel for some reason), so it's smooth and seems impervious to a sliding mouse, but if it was a softer material like a really soft wood, i'd need something to protect it.
also if it were a really slippery glass, as the mouse would fly all over the place and leave marks.
